Scott A. Brown, MS, PE, D.WRE
State College Office Director and Senior Project Manager – Water Resources
Scott is a senior project manager and our State College, PA, office manager. He offers significant engineering experience in urban drainage design, stormwater management, erosion and sedimentation control, and hydrologic and hydraulic analysis of river and watershed systems. Scott’s background includes sustainable site design, utility design, waterway and environmental permitting, including NPDES stormwater and waterway encroachment permits, and municipal land development plan reviews for code compliance. Scott has developed and instructed numerous short courses and seminars on water resources topics, including several courses in PennDOT’s Drainage Design series. As an instructor in the Civil and Environmental Engineering Department at The Pennsylvania State University, University Park, he taught courses in fluid mechanics, hydrology, and sustainable subdivision design. Scott’s unique expertise and achievements were acknowledged by the American Academy of Water Resource Engineers in 2013 through award of the credential of Diplomate, Water Resource Engineer (D.WRE).
Paul A. DeBarry, MS, PE, PH, GISP, D.WRE
Technical Director of Watersheds & Geospatial Technologies
At NTM, Paul is responsible for hydrologic and hydraulic (H&H) studies, geographic information systems (GIS), and stormwater management plans. He has served as project manager, chief engineer, and GIS specialist in developing 30 Act 167 Phase II Stormwater Management Plans in Pennsylvania. Additionally, Paul was an adjunct lecturer for The Pennsylvania State University’s Engineering & Surveying Department at the Wilkes-Barre campus, and he has taught various short courses on GIS, H&H, stormwater management, best management practices, and low impact development (LID). Paul is a member of many state and municipal organizations, through which he helps establish stormwater policies and procedures. He also served as chair of the ASCE Task Committee on GIS modules and distributed watershed models, with results published by ASCE, and he held the position of past chair on the ASCE Surface Water Hydrology Committee.
Mark D. Bowen, PE, CFM
Senior Project Manager – Water Resources
Mark is a senior project manager for NTM. He offers over 18 years of engineering experience and more than 20 years of construction experience. He began his engineering career as a Department of Transportation (DOT) inspector in Delaware and Maryland and was an Assistant Township Engineer for Elkton, Maryland. Mark has worked on origin destination studies, highway sound analysis, traffic impact studies, highway drainage, environmental impact studies, and the design of two minor collector roadways. His recent engineering experience focuses on water resources, and his relevant areas of expertise include municipal engineering, watershed analysis, stream modeling, water quality monitoring, hydrologic and hydraulic analysis, flood management, bridge scour analysis, green stormwater design, site development, construction management, and integrated project delivery. Mark developed a fish friendly high density polyethylene (HDPE) culvert for use under roadways in sensitive environments.
Jade L. Fertich, PE, CBI
Project Manager – Water Resources
Jade is a professional engineer and project manager with over 18 years of experience on numerous highway and bridge projects. He provides specialized expertise in hydrologic and hydraulic (H&H) design and waterway permitting of bridges and culverts, along with erosion and sediment pollution control design and highway geometric design. Jade is also skilled in developing non-structural construction plans, cost estimates, specifications, and schedules. His design background includes roadway drainage design, stormwater management design, traffic capacity analysis, traffic control design, traffic signal design, and signing/pavement marking design. Jade also has experience preparing right-of-way plans and performing bridge safety inspections. He is proficient utilizing a variety of engineering software including HEC-RAS, HY-8, WMS, MicroStation, and InRoads.
Lino A. Magnelli, PE
Project Manager – Water Resources
Lino offers extensive project management and water resources engineering experience, having performed services across Pennsylvania for over 16 years. His professional career features PennDOT and Pennsylvania Turnpike Commission transportation projects, and he specializes in hydrologic and hydraulic (H&H) analysis and permitting related to highway and bridge designs. Lino is proficient utilizing various water resources engineering software, such as HEC-RAS, HY-8, SRH-2D/SMS, WMS, HEC-HMS, AutoCAD, and MicroStation. He is an instructor for PennDOT’s H&H and permitting training courses and was part of the course development team for the H&H Professional Development Series. Lino has also completed project management training through PSMJ Resources. (Outside of work, Lino is a diehard Washington Redskins fan. – do we want to do something like this for everyone?)
Chad J. Slothower, MS, PE, CBI
Project Manager – Structures
As a senior engineer, Chad specializes in bridge design, bridge inspection, and project management. He has been responsible for designing bridges from single-span structures to multiple-span steel curved girder structures and is proficient in PennDOT design software and the STAAD structural analysis program. Chad has performed fracture critical bridge inspections, field inspections, inspection report writing, and load ratings of numerous PennDOT single- to multi-span structures. He has overseen bridge projects with project management responsibilities including serving as the client liaison and supervising internal staff. Chad also has been responsible for project scheduling, budgeting, and managing subconsultants. While completing his Master’s degree at The Pennsylvania State University, Chad served as an instructor for both a surveying lab and a soil mechanics lab.
