David is licensed Professional Engineer and Certified Bridge Safety Inspector who provides structural design and NBIS inspection services for PennDOT projects for over 26 years. His background includes designing steel and concrete superstructures, substructures, and culverts, along with retaining walls and slope stabilization systems, and features complex analysis using BSDI, torsion analysis of pier caps, and 3D analysis of space frames. Mr. Miraglia has also performed shop drawing reviews, prepared cost estimates, and reviewed bridge designs, including Level 2 design reviews. In addition, he has completed building designs and damage inspections. For bridge inspection projects, Mr. Miraglia participates in field data collection, performs load rating, and analyzes gusset plates. He has completed PennDOT’s Instructor Certification Training.
