NTM Project Spotlight Series – 2007

As part of NTM’s 15th Anniversary celebration, we will feature a project from every year our company has been in business.

In 2007, NTM was awarded our very first project: Statewide Hydrology, Hydraulics, and Permitting Support for PennDOT Central Office Bridge Quality Assurance Division.

NTM provided statewide support related to hydrologic and hydraulic (H&H) policies, waterway permitting, and agency coordination. NTM provided assistance with quality assurance review and review of technical standards and regulatory changes. Some of the key items developed through this project included assisting with coordination and development of initiatives developed through the PADEP/PennDOT/PFBC/ACOE Taskforce for Culvert and Bridge Design. Development of the following were started under this first contract:

  • Led the development of the Joint Program Guidance for the Analysis of Environmental Impacts and Other Issues for Short Span Structures among PennDOT, the Pennsylvania Department of Environmental Protection (PA DEP), and Pennsylvania Fish and Boat Commission (PFBC). The guidance was issued in June of 2008 and incorporated into the PennDOT Drainage Manual (Publication 584).
  • Led the development of the Hydraulic Modeling Requirements for PennDOT H&H Reports – This document was prepared to outline the hydraulic modeling requirements for PennDOT H&H Reports when a project is in a FEMA study area. NTM developed the guidance based on coordination with FEMA, PADEP and PennDOT districts. The Joint agency guidance was issued in June 2008 and eventually incorporated into DM-2, Chapter 10.
