NTM Engineering, Inc., formerly Lotus Environmental Consulting, LLC, as an Environmental Consultant to the RBA Group, was responsible for the overall environmental clearance activities for the project. This project involves the reconstruction of the existing substandard multiuse trail along the Delaware River from Pier 70 to Penn Treaty Park in Philadelphia County, PA.
The trail was divided into three segments: two off-road segments (one from Pier 70 Boulevard to Washington Avenue in South Philadelphia and the other along Penn Treaty Park and neighboring parcels) and one on-road segment (from Washington Avenue to Spring Garden Street). The northern trail segment is located within the historic Penn Treaty Park. The Park is located within the National Register-eligible Fishtown Historic District.
NTM (Lotus) was responsible for completing the following:

- Threatened & Endangered Habitat Survey
- Above Ground Historic Structures Survey
- Archaeological Investigations
